LUGF was founded by a small, deeply experienced group who have worked together across more than a decade of field practice, research, and publication — bringing together public health, malaria elimination, leadership and organisation development, quality improvement, and community strengthening. The Foundation is incorporated and managed in South Africa.

Precious Chitapi

Managing Director | Board Member | Precious Innovations | Ubuntu Global Charitable Trust

Precious is the driving force behind LUGF's day-to-day operations. Based in Harare, she founded Precious Innovations, a Zimbabwean organisation that has been central to the design and implementation of the LEAD Framework in Zimbabwe since its inception. She has provided both project administration and programme supervision across the OPTIMISE HIV integration project and the malaria elimination programmes. She is a co-author on multiple peer-reviewed publications.

Professor Dr Roland Gosling

Roland is an internationally recognised global health scientist and malaria elimination specialist. He has held positions at the Malaria Elimination Initiative at UC San Francisco, the London School of Hygiene & Tropical Medicine, and serves through Pelumbra Limited. His foundational research into the management and programme gaps that slow malaria elimination — published in The Lancet and leading journals — directly shaped the intellectual origins of LEAD. He brings rigorous epidemiological and policy expertise to the Foundation's Board.

Joseph brings deep expertise in quality improvement and public health implementation, developed through his work with HEALTHQUAL at UC San Francisco's Institute of Global Health Sciences. He has been central to implementing and evaluating the quality improvement components of LEAD across Zimbabwe and Namibia, and has contributed to methodology, project administration, and co-authorship across multiple published studies.

Water Resources Management

Rudo is an Aquatic Ecologist who also specialises in Environmental and Social Safeguards . Rudo has extensive experience supporting donor-funded programmes across Zimbabwe and the Southern African region. Her work spans the water, agriculture, infrastructure, and rural development sectors, with expertise in environmental and social impact assessments, gender and social inclusion, occupational health and safety, and safeguards compliance. She has contributed to a wide range of regional and national initiatives involving development projects, and institutional strengthening in her areas of expertise. As Public Officer for LUGF, Rudo supports the Foundation’s governance and accountability functions. Her experience working with multidisciplinary teams, government institutions, development partners, and local communities brings valuable oversight to the organisation’s work.
